This case study involved a usability evaluation of the U.S. governments e-Travel program. Three vendors custom online travel systems were evaluated by expert reviews, analysis of user surveys, and usability testing. A major challenge was the need to conduct and report on the three system evaluations in a non-comparative manner, i.e., independently and without bias. The presentation will relate the lessons learned that will likely apply to other usability evaluations of multi-vendor government programs.
